The Ministry of Foreign Affairs, Cooperation, African Integration and Togolese Abroad (MAECIATE) is officially launching its first fully digital public services with effect from 1 October 2026. This new digital offering covers both its central and overseas services and will be accessible simultaneously on two complementary platforms:
the National Portal for Digitalised Administrative Procedures is available at: https://new.service-public.gouv.tg/. This portal centralises all the services offered by the Ministry and its regional offices, covering ten (10) administrative procedures falling under the remit of MAECIATE’s central directorates and its subordinate bodies, as well as six (6) consular services and the register of Togolese nationals living abroad;
The MAECIATE e-Service is available via the following link: https://e-services.diplomatie.gouv.tg/. This platform is dedicated to Togolese nationals living abroad. It enables them specifically to access the six (06) consular services and to register with the Register of Togolese Nationals Abroad.
These platforms offer a modern, secure and accessible digital environment, enabling users to carry out their administrative procedures online, track the progress of their applications in real time and benefit from a streamlined process, whilst ensuring the protection and confidentiality of their personal data.
This initiative forms part of the Programme for the Accelerated Digitalisation of Public Administrations (PDAAP), which aims to modernise public services, simplify administrative procedures and bring about a lasting improvement in citizens’ access to government services.
Ten administrative procedures and six consular services are available via the National Service Portal.
From 1 October 2026, the National Portal will provide access to all of the following procedures:
Administrative procedures falling within the remit of the central directorates of the MAECIATE and its subordinate bodies:
- Application for diplomatic number plates;
- Application for a diplomatic card;
- Application for an airport access pass;
- Applications for courtesy visa certificates;
- Referral and resolution of disputes involving a diplomatic institution;
- Applications for support with investment projects by the diaspora;
- Applications for the legalisation of documents for use abroad;
- Applications for duty-free admission;
- Applications for support for partners of the National Commission for La Francophonie;
- Applications for authorisation to sell a vehicle registered with diplomatic number plates or belonging to an international organisation.
Consular services:
- Legalisation and certification of documents;
- Applications for consular cards;
- Issuing of birth certificates;
- Issuing of marriage certificates;
- Applications for laissez-passer;
- Authorisation for the transfer of mortal remains
Six (06) consular services and the register of Togolese nationals living abroad are available via the e-Service
The MAECIATE’s e-Service continues to serve as a dedicated platform for Togolese nationals living abroad. From 1 October 2026, it will provide access to the same six digital consular services listed above, as well as to the register of Togolese nationals living abroad.
This register is a database, maintained by the MAECIATE, which lists all Togolese nationals residing abroad, by country of residence and by consular district. For the Togolese State and its diplomatic missions, it serves as the key tool for understanding its diaspora, communicating with it, organising consular protection and informing public policies aimed at the diaspora.
Thanks to this dual functionality – access to consular services and registration in the register – the MAECIATE’s e-Service serves as an essential tool for fostering digital engagement between the Togolese State and its diaspora.
