Le dimanche 10 avril 2022, le Chargé d’affaires a.i., monsieur John D. FINTAKPA LAMEGA s’était rendu auprès de la diaspora togolaise de Cape Town, dans la province de Western Cape en Afrique du Sud, pour une prise de contact et une sensibilisation sur le recensement des togolais de l’extérieur en marge de la réunion mensuelle de l’Association « NOVISILELE ». Cette réunion était par ailleurs celle de la reprise des activités de ladite association, activités suspendues depuis mars 2020 à cause des restrictions liées à la COVID19. La réunion a été présidée par le Secrétaire Général de cette Association monsieur Koffi Christophe AFANOUVI. Après les formalités d’usage de salutations, le Président de l’Association NOVISILELE Monsieur Mawuena MENSAH a souhaité une cordiale bienvenue à la délégation de l’Ambassade, composée outre du Chargé d’affaires, du délégué pays monsieur GNAMA Ninga et du Payeur monsieur NYANU Kofitsè Senyo. Après quoi le Chargé d’affaires qui faisait son premier déplacement auprès de la diaspora togolaise de Cape Town depuis sa prise de service en août 2021, s’est présenté aux membres et a adressé ses félicitations au Bureau pour son unité et le travail abattu auprès des togolais de Cape Town. Il a poursuivi son intervention en leur adressant les salutations du Ministre des Affaires Etrangères, de l’Intégration Africaine et des Togolais de l’Extérieur, le Professeur Robert DUSSEY, pour qui, la diaspora togolaise est une entité importante de la population togolaise qui mérite une attention particulière. En effet, depuis son arrivée aux affaires, il n’a ménagé aucun effort avec le soutien indéfectible du Président de la République, Son Excellence Monsieur Faure Essozimna GNASSINGBE, en posant des actes concrets envers la diaspora togolaise notamment : la création de la Direction des Togolais de l’Extérieur(DTE) ; la mise en place du Haut Conseil des Togolais de l’Extérieur (HCTE) et l’élection des Délégués Pays ; la création du Guichet unique pour la diaspora et l’inauguration de la maison de la Diaspora et le lancement le 8 mars 2022 du recensement des togolais de l’extérieur. Abordant l’aspect du recensement, le Chargé d’Affaires a insisté sur les motifs et le bien-fondé de cet exercice qui permettra in fine d’avoir une cartographie complète des togolais de l’extérieur. Il s’agit notamment de : identifier tous les togolais vivant à l’Etranger ; répertorier leurs domaines de compétences et qualifications ; connaitre leurs besoins en documents administratifs ; accompagner les togolais de l’extérieur ; mieux connaitre et valoriser les contributions de la diaspora au développement du Togo ; mettre les compétences des togolais de l’extérieur au service du pays ; maitriser la répartition des togolais dans le monde. Après cette présentation bien élaborée, il s’en était suivi des échanges questions/réponses qui ont permis de lever certaines zones d’ombres et inquiétudes des participants. Certains craignaient une supposée récupération politique, d’autres n’avaient pas de documents administratifs à jour… Bref, les échanges fructueux ont eu lieu et les participants qui le souhaitent ont été assistés à se faire recenser séance tenante afin de rassurer les uns et les autres sur le processus et les questions posées aux candidats lors du recensement. Après quoi, le délégué pays a eu aussi la parole pour non seulement remercier la diaspora togolaise pour leur soutien lors de son élection, mais aussi pour encourager les compatriotes à se faire recenser afin que les besoins des togolais de l’Afrique australe soient connus, pour pouvoir espérer des actions de la part du gouvernement à l’instar de la mission de collecte des données biométriques et d’établissement de passeport aux Togolais résidant en Afrique du Sud de juin 2019. Le Payeur a aussi pris la parole pour dans un premier clarifier certains points et répondre à des questions sur le récensement, puis il a répondu à des questions concernant le coût de certains actes à l’Ambassade comme la Carte Consulaire et le renouvellement des passeports des togolais. La rencontre prit fin autour d’un repas, initié et pris en Charge par le Bureau des togolais résidant à Cape Town.
A Johannesburg, la diaspora togolaise sensibilisée sur la nécessité de se faire recenser
Ce 13 mars 2022, le Chargé d’Affaires a.i., Monsieur John D. FINTAKPA LAMEGA, a rendu une visite aux membres de l’Association des ressortissants togolais résidant à Pretoria et à Johannesburg. La rencontre s’est tenue à Johannesbourg en marge de la réunion mensuelle de ladite Association présidée par Monsieur Ninga GNAMA, Délégué Pays. Notons que cette visite du Chargé d’Affaire s’inscrit dans le cadre de la stratégie de communication mise en place par l’Ambassade pour sensibiliser les compatriotes résidant dans sa juridiction quant à l’impérieuse nécessité de se faire recenser au cours de la campagne de recensement des Togolais de l’extérieur qui a été lancé officiellement le 8 mars 2022 par Son Excellence Prof. Robert DUSSEY, Ministre des Affaires Etrangères, de l’Intégration Régionale et des Togolais de l’Extérieur. Ainsi, s’adressant à son auditoire, Monsieur FINTAKPA LAMEGA a souligné que premier du genre pour notre pays, ce recensement des Togolais de l’extérieur vise à : identifier tous les Togolais vivant à l’Etranger ; répertorier les domaines de compétences et les qualifications des Togolais de l’Extérieur ; connaitre leurs besoins administratifs ; accompagner les Togolais de l’extérieur ; mieux connaitre et valoriser les contributions de la diaspora au développement du Togo ; mettre les compétences des Togolais de l’extérieur à la disposition du pays ; maitriser leur répartition dans le monde. Il a par ailleurs rappelé que cette nouvelle initiative vient s’ajouter aux divers mécanismes incitatifs mis en place par le Gouvernement togolais pour créer les conditions favorables à la participation des Togolais de l’extérieur à l’œuvre de construction nationale. Aussi, a-t-il cité, entre autres : la création de la Direction des Togolais de l’Extérieur(DTE); la mise en place du Haut Conseil des Togolais de l’Extérieur (HCTE) et l’élection des Délégués Pays; la création du Guichet de la diaspora et l’inauguration de la maison de la Diaspora. Il a reconnu toutefois que l’absence de données fiables sur cette partie importante de la population togolaise qui vit à l’étranger rend compliqué la définition et la meilleure adaptation des politiques et initiatives qui sont prises par l’Etat à l’endroit de sa diaspora, de même que la disposition d’informations sur les compétences des Togolais de l’extérieur afin d’y recourir lorsque le Gouvernement aura besoin d’une expertise particulière. Pour rappel, au terme de cette campagne de recensement qui durera trois (03) mois et prendra fin le 7 juin 2022, notre pays ambitionne de se doter d’un centre de données robuste, performant et fiable permettant de disposer d’informations de qualité sur la diaspora et sur lesquelles les pouvoirs publics peuvent s’appuyer pour initier des actions ciblées de nature à renforcer les contributions des Togolais de l’extérieur au processus de développement national. Les données de ce recensement serviront également à dresser la cartographie des compétences, le répertoire des entrepreneurs et investisseurs issus de la diaspora, la plateforme de placement des Togolais de l’extérieur, etc. Elles serviront aussi à mieux connaitre le profil des Togolais de l’extérieur et compléter, avec des données fiables, le recensement général de la population et de l’habitat. Lancement du premier recensement des Togolais de l’extérieur

ROBERT DUSSEY Monsieur le Chef Bureau de l’Organisation internationale pour les migrants, Monsieur le secrétaire général, Messieurs les directeurs, Monsieur le président du Haut conseil des Togolais de l’extérieur, Monsieur le coordonnateur du guichet diaspora, Mesdames et messieurs les responsables des organisations de la société civile, Chers compatriotes membres de la diaspora togolaise, Chers amis de la presse, Distingués invités, C’est avec un grand plaisir que je m’adresse à vous, au nom du gouvernement, pour vous souhaiter de prime abord, la cordiale bienvenue à cette cérémonie de lancement officiel du recensement des Togolais de l’extérieur. Mesdames et messieurs, Le vœu secret et légitime de tous les dirigeants est d’impulser la transformation structurelle des économies et des sociétés dont ils ont la responsabilité. Si jusqu’à une période récente l’environnement mondial offrait une panoplie de leviers sur lesquels ils peuvent compter, le jeu économique globalisé actuel, caractérisé par des crises diverses, amene nos pays à recourir, de plus en plus, à la qualité endogène de leur capital humain et aux sources alternatives de financement parmi lesquelles les apports de la diaspora en ressources humaines, financières et relationnelles figurent en bonne place. En la matière, le gouvernent togolais sous le leadership du Président de la République, Son Excellence Monsieur Faure Essozimna GNASSINGBE, a fait des choix éclairés en s’illustrant dans une dynamique inclusive et pragmatique depuis plus d’une décennie à travers la mise en place des mécanismes incitatifs favorables à la participation des Togolais de l’extérieur à l’œuvre de construction nationale. Cependant, l’absence de données fiables sur cette frange importante de la population togolaise qui vit à l’étranger rend compliqué la définition et la meilleure adaptation des politiques et initiatives qui sont prises par le gouvernement en l’endroit de la diaspora. De même, la préférence nationale pour laquelle nous avons optée commande que nous disposions d’informations sur les compétences des togolais de l’extérieur afin d’y recourir lorsque nous avons besoin d’une expertise particulière. C’est pour répondre à ces préoccupations que le Togo a pris l’engagement de réaliser, pour la première fois de son histoire, un recensement des membres de la diaspora togolaise dans le monde. Les récents événements en Ukraine et le besoin d’apporter la meilleure et rapide protection à nos compatriotes expliquent la nécessité de savoir où et combien ils sont. Et ce n’est qu’un exemple parmi tant d’autres. Le recensement désormais ne se présente plus comme une option, mais une nécessité. Mesdames et messieurs, Ce projet de recensement a pour vocation de faire l’identification des togolais de la diaspora afin de mieux les connaître quantitativement et qualitativement et de maitriser leur répartition dans le monde Au terme de la campagne de recensement qui démarre aujourd’hui, le Togo ambitionne de se doter d’un centre de données robuste, performant et fiable permettant de disposer d’informations de qualité sur la diaspora sur lesquelles les pouvoirs publics peuvent s’appuyer pour initier des actions ciblées de nature à renforcer les contributions des Togolais de l’extérieur au processus de développement national. Distingués invités, Les résultats du recensement des Togolais de l’extérieur permettront au gouvernement d’amplifier et d’adapter les différentes politiques publiques de développement qu’il élabore en vue de les rendre encore plus inclusives. Les données du recensement serviront également à dresser la cartographie des compétences, le répertoire des entrepreneurs et investisseurs issus de la diaspora, la plateforme de placement des Togolais de l’extérieur, etc. Ils serviront également à mieux connaitre le profil des Togolais de l’extérieur et compléter, avec des données fiables, le recensement général de la population et de l’habitat (5ème RGPH). Mesdames et messieurs, Chers participants, Permettez-moi une fois encore de saisir cette occasion pour rendre au nom du gouvernement togolais, un hommage mérité à l’Organisation internationale pour les migrations (OIM), au PNUD et à l’ensemble des partenaires techniques et financiers qui nous accompagnent dans cette initiative visant à renforcer les contributions de la diaspora togolaise au développement national. Pour finir, je voudrais exhorter l’ensemble des parties prenantes notamment les missions diplomatiques et postes consulaires, les délégués pays du HCTE, les dirigeants et autres représentants des associations et les leaders d’opinion, à s’impliquer dans ce processus et mobiliser les membres de la diaspora togolaise dans tous les pays à s’enrôler en ayant l’espoir qu’à l’évaluation, de nombreux résultats positifs nous seront révélés grâce à l’outil numérique innovant mis en œuvre pour réaliser ce recensement . C’est la seule voie qui nous permettra d’exploiter la structure, la qualité et la richesse de la diaspora togolaise afin de transformer son actif démographique stratégique en dividende économique et social dans l’intérêt de notre pays. Je voudrais aussi exhorter les médias à relayer l’information afin que dans tout le pays, nous puissions informer nos parents résidant à l’étranger et les inviter à se faire recenser. C’est sur cet appel que je lance officiellement, au nom du Président de la République, Son Excellence Monsieur Faure Essozimna GNASSINGBE, le premier recensement des Togolais de l’extérieur. The Togolese diaspora now has its “home”
A “Diaspora House” was inaugurated Thursday in Lomé by the Togolese Minister for Foreign Affairs, African Integration and Togolese Abroad, Prof Robert Dussey. The building will serve as the headquarters of the High Council of Togolese Abroad (HCTE) and the Diaspora Window. These 2 institutions were set up to optimize the contributions of Togolese abroad to national development. “The inauguration of the House of the Diaspora is in line with the many actions initiated by the Government in accordance with the vision of the Head of State, HE Mr. Faure Essozimna Gnassingbé to include and involve all Togolese in the work of nation-building, ”said Professor Robert Dussey at the inauguration. According to the Togolese head of diplomacy, the “House of the Diaspora” reflects the culmination of an ambitious process that began with the creation of the Directorate of Togolese Abroad (2005) and with the national meeting of the diaspora ( 2014). Prof Dussey explains that “the House of the Diaspora is the privileged place to welcome the diaspora, to respond to their concerns (assistance to meet the needs) and to build projects leading to growth and development”. All for the well-being of the Togolese population and with the support of the HCTE Country Delegates. Kodzovi Atitso, the President of the HCTE and Safiou Radji, the Coordinator of the Diaspora Window expressed, on behalf of the Togolese diaspora, their thanks for the strong and significant acts of the Government. For them, these acts testify to his desire to work with the diaspora and the encouragement to get more involved in the effort to build the collective prosperity of Togo. The ceremony was the occasion for MM. Atitso and Radji to remind the diaspora of its essential role in national development. In the same vein, they are that the creation of the House of the Diaspora is a strong signal sent to the diaspora on the eve of the census of Togolese Abroad. Note that partners including the International Organization for Migration (IOM), the African Development Bank (ADB), the United Nations Development Program (UNDP) and the European Union (EU), etc. foreign affairs in its initiatives in favor of the Togolese diaspora.
At the JCCI the Chargé d’Affaires presents Togo’s business opportunities
On 05 November 2021, Mr. John D. FINTAKPA LAMEGA, the Chargé d’Affaires of the Republic of Togo had a working meeting with Madam Bernadette Zeiler, CEO & Head of International Trade of the Johannesburg Chamber of Commerce and Industry (JCCI). The meeting began with a site visit of the JCCI, an independent, non-political, subscription-based association dedicated to promoting a business-friendly environment which was founded 131 years ago and plays a key role in the promotion and facilitation of international trade. Upon mutual introduction, Mr. FINTAKPA LAMEGA expressed a keen interest in strengthening the existing ties between South Africa & Togo and requested the assistance of the Chamber in order to connect with potential investors based in South Africa. He gave an overview of the investment opportunities in Togo. He indicated among other things, that Togo has a free economic zone, a deep-water port, a renovated airport. He also pointed out that Togo is a member of sub regional entities such as the West African Economic and Monetary Union (WAEMU/UEMOA) and the Economic Community of West African States (ECOWAS). He mentioned that Togo has a favorable business environment and tax facilities. Furthermore, he emphasized that accessing the Togolese market opens a gateway to the Sahel region such as Mali, Burkina Faso, Niger. Afterwards, Madam Zeiler took the floor and said that the JCCI is a link between Governments and businesses and is part of the International Chamber of Commerce as well as the major chamber in South Africa including the Cape town Chamber, Durban Chamber, Pietermaresburg Chamber, Port Elizabeth Chamber, East London Chamber and Middleburg Chamber. She added that most activities have been ongoing online due to the COVID-19 pandemic however they are going to resume face to face activities from next year. She spoke about a trade day event, a very beneficial platform, which is organized by the Chamber to present countries investment and trade opportunities to its members and enable them to network with various partners. She emphasized that the Trade days are cost-effective and they have had great success with it in the past. Lastly, she pointed out that the Chambers of commerce of the two countries could sign a Memorandum of Understanding in order to mutually promote trade and commerce opportunities. Finally, the Chargé d’Affaires showed his appreciation to Madam Zeiler for taking time to meet with him and expressed his hope for a fruitful cooperation in the near future. Meeting between the Chargé d’Affaires a.i. and the Togolese country delegate in South Africa
On 26 August 2021, Mr. John D. FINTAKPA LAMEGA, Chargé d’Affaires a.i. and Head of the Embassy of the Republic of Togo met in Pretoria with Mr. Jacques GNAMA, Togolese country delegate and President of the Togolese nationals’ associations “Nonvissi lélé” in Gauteng, exchanging views on how best they can work closely together for the advancement of the Togolese diaspora in the SADC Region and the fulfillment of the Government’s vision. Mr. FINTAKPA LAMEGA, first introduced himself briefly as the former First Counsellor and legal adviser at the Permanent Mission of Togo to the United Nations in New York and he added that it was his duty to meet with Mr. GNAMA, as being aware of the number of Togolese in Southern Africa as well as having their needs met, was crucial for the Embassy. He later asked how many Togolese associations were operational therein and how they were organized. Furthermore, He indicated that the primary mission of the Embassy is to represent Togo and report back to the Government, but another important duty at hand, is to provide information and assistance to the diaspora and encourage them to actively participate in the development of Togo. Afterward, Mr. GNAMA took the floor and introduced himself as the President of the “Nonvissi lélé Association” in Johannesburg and Pretoria and delegate of the Togolese diaspora in the SADC région, elected in November 2019. He said that upon his return to South Africa after the inauguration ceremony held in Togo, the outbreak of the COVID 19 pandemic started, causing borders closures and restrictions of people’s movements amongst the many challenges experienced globally, which consequently prevented him from visiting the SADC zone as planned. Moreover, he responded that there are 04 associations of the Togolese diaspora in South Africa and they are made up of a President, a Vice President, a Treasurer, a Secretary and an Adviser. He also stated that one association is located in the Gauteng Province, a second one in Durban, a third one in Eastern Cape and a fourth one in Cape-town, where he visited after the lockdown was lifted, and so far, there are more than 100 Togolese recorded in South Africa. The Chargé d’Affaires reiterated that this first encounter was meant to create a relationship on how best to handle the challenges ahead together. He subsequently suggested to Mr. GNAMA that any request of the diaspora should be submitted in writing so that the Embassy could see to what extent it could provide Togolese people with aid and assistance according to its availability. He also placed an emphasis on encouraging the diaspora to register in the Embassy’s database, as they need to be issued with a consular card valid for a period of two years and renewable, in order to facilitate record-keeping and acknowledgement of their citizenship. He later explained that the Embassy has an economic mission, therefore investments and economic development have to be equally brought into focus. He then urged Mr. GNAMA to contribute towards the said vision as the Togolese diaspora can play a pivotal role in the economic development of Togo, promote trade and foreign direct investment, create businesses and spur entrepreneurship, and transfer new knowledge and skills beyond their well-known role as senders of remittances. Finally, Mr. FINTAKPA LAMEGA expressed his gratitude to Mr. GNAMA for his time and availability and noted that the Embassy and the diaspora need to work alongside as he hoped both Parties would continue to carry out the economic mission of the Embassy and make joint efforts to push forward the vision of the Government. The Embassy of Togo in Pretoria welcomes a new Head of Mission.
On Friday 13 August 2021, the Embassy of the Republic of Togo held a handover ceremony between Mr. Kokoutché GOUNA and Mr. John Dékalèga FINTAKPA LAMEGA, former First Counsellor and Legal Adviser at the Permanent Mission of Togo to the United Nations in New-York, the newly appointed Chargé d’Affaires a.i. and Head of the Embassy. In a statement, Mr. FINTAKPA LAMEGA, who assumed his Office as of 11 August 2021, congratulated his predecessor on his due diligence and hard work and assured his staff to stay the course so that Togo continues to be engaged in South Africa as well as in countries under his jurisdiction with the vue to representing Togo, to protecting the Togolese people in the Southern Africa as well as presenting to potential investors all opportunies and new economical reforms that can enable them to visit and invest in Togo. Togo expected at the 2021 Intra-African Trade Fair
Togo is one of the countries that will take part in the second edition of the Intra-African Trade Fair. The event to be held from November 15-21, 2021 in Durban, South Africa will bring together actors from diverse backgrounds and provide the opportunity to showcase and exhibit goods and services. As part of this second edition of the Intra-African Trade Fair (IATF2021), Togo will initially try to promote more local products. The Ministry of Commerce has launched an evaluation and selection process in this direction until August 16. It will also be a matter of the country praising Destination Togo. Previously announced in Kigali (Rwanda), the second edition of the Intra-African Trade Fair was relocated to Durban, South Africa, in the province of KwaZulu-Natal from November 15 to 21, 2021. Launch of the Diaspora Window and the Action Program to strengthen the contributions of the Togolese Diaspora to the Togo 2025 Plan
The government wants to involve Togolese Abroad more in the development process of their country. It is in this sense that the Minister of Foreign Affairs, Regional Integration and Togolese abroad, Robert Dussey on Monday launched in Lomé the “Diaspora Window and the action program for strengthening the contributions of the Togolese diaspora in the Togo 2025 Plan ”. Through this initiative, the government intends to provide Togolese Abroad a flexible and inclusive platform capable of responding to their demands and expectations and supporting the implementation of the action program to strengthen the contributions of the diaspora in Plan Togo 2025. The “Diaspora window and action program for strengthening the contributions of the Togolese diaspora to the Togo 2025 Plan” follows several institutional and strategic initiatives of the government in favor of the Togolese diaspora since 2005. This is the creation of of the Directorate of Togolese Abroad (DTE) by decree in 2005, the creation the same year of the High Commission for Returnees and Humanitarian Action (HCRAH), the development and implementation of the Diaspora program in particular on the use of the skills of the diaspora (2010-2014), the creation in 2014 of the interministerial committee responsible for the coordination and monitoring of migration and development activities, the establishment of a diaspora unit responsible for supporting Togolese from the outside carrying projects in their implementation. We also note the designation since 2015 of focal points in charge of the diaspora in the diplomatic and consular missions of Togo, meeting tours with the diaspora in 2013 and 2014, the organization of major diaspora meetings in 2014 in Lomé, the ‘visa exemption for Togolese living abroad with dual nationality, the organization of editions of the “Diaspora Success” week in 2016 and 2019, the launch of the Government’s roadmap for Togolese in the outside, the election of the 77 Country Delegates followed by the official installation of the High Council of Togolese Abroad (HCTE) and the adoption of the law on the vote of the diaspora in 2019. It is a technical support body of the HCTE which develops measures and strategies to encourage and encourage Togolese living abroad to carry out projects in Togo, to attract investments to our country and thus participate in the economic, social and cultural development of Togo and promote its influence in the world. Prof Dussey then noted that the evolution of financial transfers represent nearly 8% of GDP and estimated at US $ 451 million in 2018, US $ 458 million in 2019 and US $ 441 million in 2020. In addition, he mentioned the impact of the Covid-19 pandemic on the implementation of projects planned by the government in favor of the diaspora. “In order to meet the challenge of mobilizing the resources and assets of Togolese Abroad despite this global health crisis affecting African diasporas, the speakers, after a reminder of the multiple initiatives in favor of the Togolese diaspora presented the Diaspora Window and the action program to strengthen the contributions of Togolese Abroad to the Togo 2025 Plan as well as the various contribution approaches of the Togolese diaspora to the development of the municipalities of Togo ”, declared Prof Dussey. Several initiatives are announced for the future. For the year 2021, two flagship projects of the action plan, including the census of Togolese Abroad and the directory of entrepreneurs and investors from the diaspora will be implemented. For the years 2022 and 2023, the action program aims to implement various projects including the platform for the placement of Togolese Abroad in national and international public structures and in multinationals, tools for monitoring contributions and facilitation of projects and investments of the diaspora in Togo, (the Observatory of the Togolese Diaspora, the Guide of facilitating projects of Togolese Abroad in the service of development, the Guide of support and access mechanisms funding). We learn that an Incubator dedicated to the Togolese diaspora, a support platform for partnerships led by the Togolese diaspora within the framework of decentralized cooperation with the Togolese municipalities and other international programs as well as the preparation of the creation of the Fund Investment of Togolese Abroad (FITEX) will also be translated into facts.
Development : the government in an inclusive approach with Togolese abroad
In view of the importance of the contribution of the diaspora to the economic and social development of our country, the government has put in place mechanisms and institutions in favor of Togolese abroad. This will of the government is manifested by the establishment of a formal framework for the benefit of the diaspora. First the High Council of Togolese Abroad (HCTE) which is a permanent structure of exchanges and initiatives aimed at creating a synergy of action between Togolese abroad, the government and fellow citizens living in country. The country now has a technical support body for the HCTE, called Guichet Diaspora. This mechanism defines strategies and measures to encourage Togolese living abroad to become more involved in development processes through socio-economic and cultural projects. To this end, the government has included in its agenda for the current year the census of Togolese abroad and the development of the directory of entrepreneurs and investors from the diaspora. Actions are also planned for the years 2022 and 2023. These include, among others, the Action Program aimed at implementing initiatives such as the positioning of Togolese abroad in public and international structures. The government will put in place tools to monitor and facilitate diaspora projects and investments. To this must be added the installation of an incubator dedicated to the Togolese diaspora and a support platform for partners within the framework of decentralized cooperation as well as the creation of an Investment Fund for Togolese of the Exterior (FITEX). These actions complement many others already undertaken by the Togolese government, in particular the “Diaspora Program” using the skills of Togolese Abroad and the Interministerial Committee in charge of coordinating and monitoring migration activities, the Week “Diaspora Success Stories”, the right to vote, visa exemption for Togolese living abroad with dual nationality and tax measures to facilitate business creation. These various measures have made Togo a model in terms of dialogue and involvement of the diaspora in Africa. In February 2021, Togo made its voice heard on this basis in the African policy of involving Africans around the world in the process of integral and sustainable development of the continent. A month ago, Togo concluded a partnership agreement with France for the implementation of the “Talents en Commun” program. It was during an official visit of the President of the Republic to Paris. This convention aims to mobilize the skills of the diaspora for the benefit of African countries, particularly in the digital economy sector. All of these inclusive approaches aim to involve Togolese Abroad in a dynamic development of the country which needs all its daughters and all its sons, both inside and outside.
